We’ve received a funding allocation from the UK Government via The Department for Transport (DfT) to support the maintenance and improvement of highway infrastructure in Sutton. This has been made possible by reallocated HS2 funding from the Budget 2023 and the UK Government’s Network North Plan.
We've also used the funding to do some large scale road patching work throughout Sutton. This has helped us improve road problem areas that might not have met the criteria for full resurfacing.
This work will allow the condition of the road to be maintained for several more years, until a point where full resurfacing would be appropriate to consider for the road as a whole.
Roads resurfaced this year
We resurfaced Redford Avenue (Coulsdon) on 27 March 2024. This work was part funded by DfT funding and our annual planned maintenance programme. We would not have resurfaced this road without the DfT funding.

Planned work for 2024 to 2025
We’re planning to continue the same approach for work in 2024 to 2025, but with a greater focus on full scale resurfacing.
To decide which roads to resurface, we use a combination of:
- our Asset Management System to identify roads with a high level of defects for the length of the road (a high number of defects repaired per square metre)
- our AI Asset Management system
- Highway Inspector reports
This has put together a short list of roads to be taken forward for full width resurfacing.
We use the available technology to target areas where there is a real perceived need for resurfacing due to the poor condition of the carriageway, that can be empirically proven through data and other means.
This will also then be supported by a large scale patching programme as was carried out in 2023 - 24. We'll use an approach of targeted intervention based on the data that we have access to.

We'll also be putting together a programme and an approach for future years works (beyond 2024 to 2025).
