On Monday 20 May 2024, Sutton Council held its Annual Council meeting. Councillor Colin Stears was appointed as the Mayor of Sutton for a second year. 

Councillor Colin Stears was born in the borough at St Helier Hospital and has been a councillor for The Wrythe ward in Carshalton since 2006, chairing a number of council committees during that time.

Colin completed over 50 years in the NHS, stepping down as Managing Partner of a large GP practice in 2023.  He continues to work part-time, supporting General Practices across South East London.

He is an active member of Cheam and Sutton Royal British Legion as Standard Bearer and Treasurer, in addition to chairing the Surrey County RBL Conference Committee.

Councillor Stears is also a keen sports enthusiast, having refereed football at a senior level for many years.

Councillor Louise Phelan was elected as Councillor Stears’ Deputy Mayor for a second year. Louise has lived and worked in the borough for over 25 years and is councillor for Sutton South ward. 

Louise has worked in a number of retail management positions, as well as in hospitality. She also ran a local library on a Sunday for nearly 10 years. Louise has played an active role in a number of local community groups and organisations, standing as Chair, Trustee and Volunteer.
