All London boroughs to increase traffic penalty fines for first time since 2011

London boroughs - including Sutton - will raise parking and traffic penalty fines for the first time since 2011.
 
The new fine levels will come into force from Monday 7 April 2025. The increases are necessary to ensure penalty charge notices (PCN) remain effective in deterring dangerous and inconsiderate parking and driving.

PCN fine levels  are set by London Councils on behalf of all 32 boroughs in the capital and the City of London. Sutton Council does not directly control the amount residents have to pay for a Penalty Charge Notice (PCN).

It is a legal requirement that any money raised from PCN fines is invested in local traffic and transport schemes. This includes paying for the Freedom Pass which provides free public transport for 1.2 million older and disabled Londoners, including Sutton residents.

The Council recently announced in its budget for 2025/26 investment in highways infrastructure of £14 million to be spent over the next four years.

  • PCNs are issued when motorists do not follow parking, bus lane and moving traffic regulations. Not following the regulations can lead to congestion and a negative impact on local air quality. It also affects how other road users travel and access public transport services in London and can be dangerous.
  • PCNs are only issued to motorists who the Council believes has failed to comply with parking and traffic regulations. It is not a tax or charge on every motorist.  There are over two billion car journeys a year in the capital, 99.55% of which do not result in a penalty charge. For the 0.45% that do, anyone who wishes to can challenge it and appeal any decision with the independent Adjudicator at London Tribunals.
  • All penalties are reduced by 50% if paid within the discount period.
