Disabled persons Freedom Pass

A disabled persons Freedom Pass allows free travel on:

• public transport across London
• local bus journeys nationally

Check if you’re eligible 

You can apply for a disabled persons Freedom Pass if you:

• are blind or partially sighted
• are profoundly or severely deaf
• are without speech
• have a disability, or have suffered an injury, which has left them with a substantial and long-term adverse effect on their ability to walk
• do not have arms or have a long-term loss of the use of both arms
• have a learning disability that is defined as 'a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning'
• have applied for a driving licence under the Road Traffic Act your application would be refused on the ground’s of medical fitness 

Applying for a Freedom Pass

If you have an eligible disability, you may be able to get a disabled person's freedom pass by:

• calling us on 020 8770 4578 (We are not available to take calls from 12.00 pm Tuesdays and Thursdays)
• emailing our travel team
• completing the disabled person's freedom pass application form (PDF)

Freedom Pass Renewal

Passes Expiring 31 March 2025 

If your Freedom Pass expires on 31 March 2025 the following information will explain what you need to do to ensure you receive your renewed freedom pass prior to 31 March 2025.

• If your address has not changed

If your Disabled Freedom Pass expires on 31 March 2025 and you have not changed address, or have notified Sutton Council’s Concessionary Travel Team of your new address, you will automatically receive a new pass in the post. You will receive this before your current pass expires.

• If you have not notified Sutton Council Concessionary Travel Team of your new address

If you have moved address and not notified Sutton Council Concessionary Travel Team and wish to continue using a freedom pass you will need to contact the Concessionary Travel Team on 020 8770 4578 and provide one of the following documents so that your address can be updated: 

• Current council tax bill/letter/payment book
• Current council/housing association rent book/statement/letter/tenancy agreement
• Current television licence
• Residential utility bill/letter/online statement printout (we do not accept mobile phone bills) - Must be dated within the last three months
• HM Revenue and Customs letter - Must be dated within the last three months
• Department for Work and Pensions letter - Must be dated within the last three months
• Occupational pension letter - Must be dated within the last three months
