Integrated Offender Management

Integrated Offender Management (IOM) is a nationally recognised model to reduce:

  • crime and
  • reoffending

It is endorsed by the Ministry of Justice (MOJ).

About the IOM

The IOM is a multi-agency partnership approach. It brings together stakeholders to manage, supervise and positively impact the criminal activity within the community. This approach is taken on a defined group of offenders.

The most persistent and problematic offenders are identified and managed jointly by partner agencies working together.

Key objectives

  • to share information and best practice, to have an effective IOM Model in Sutton
  • to set the strategic direction of the IOM agenda
  • to provide the framework to support local partners in the successful management of offenders in the community 
  • to deliver positive outcomes for this particular objective

Partnership

The main partners in Sutton working under the current IOM framework are

  • The National Probation Service (NPS)
  • Community Rehabilitation Company (CRC)
  • Metropolitan Police Service (MPS)
  • Integrated Offender Management (IOM) 

 It builds on and expands current offender management programmes such as:

  • Youth Offending Team (YOT)
  • Drug Intervention Project (DIP)
  • Multi-Agency Public Protection Arrangements (MAPPA)
  • Domestic Violence (DV)
  • Prolific and Priority Offenders (PPO)
  • Multi-Agency Risk Assessment Conference (MARAC)

How the partnership works

Our principles for joint agencies working are

  • all partners tackling offenders together - by working together and sharing information to reduce re-offending
  • delivering a local response to local problems
  • offenders facing their responsibility or facing the consequences
  • making better use of existing programmes and governance
  • all offenders are potentially in scope, including Mayor's Office for Policing and Crime and local priorities groups
  • the goal is to achieve long-term distance from crime

A key driver for IOM is to consider investment in community-based approaches for offenders. This can be an alternative to short-term custody.

IOM guidance also suggests identifying and managing offenders deemed at high risk of offending. Integrated working can then be effective in preventing serious acquisitive and violent crimes.

Key performance measures

The board will oversee and audit, the partnership arrangements to achieve for the borough, a contribution towards:

  • reduction in property crime
  • reduction in personal robbery
  • reduction of residential burglary
  • reduction of motor-vehicle crime
  • reduction in violence with injury
